Social Protection System Access to Public Services and Sustainable Infrastructure for Women Empowerment

New concepts of social welfare were introduced with the adoption of the Universal Declaration of Human Rights (UDHR) in 1948:

1. Every person has the right to social security;

2. Every person has the right to basic living standards to maintain the health of

themselves and their family;

3. Every person is entitled to security during unemployment, aging, disability and other

unfortunate events;

4. Women, children and vulnerable groups are entitled to special assistance.

The constitution of the Islamic Republic of Iran has also emphasized the principles of the family and the preservation and strengthening of the family unit, especially through the promotion of the social security system and special attention to women and girls. Social security in Iran is a human right that comes with the improvement of employment as an economic and social imperative. Social security in our country is an important means to prevent and reduce poverty, inequality, social exclusion and social insecurity, and to improve and promote equal opportunities and access to resources.

Social security is also a formal means of transitioning from informal employment to formal employment. Social security or social support (a package of social insurance, social assistance and labor market programs), in the policies and goals of the long-term and sustainable development of the Islamic Republic of Iran, along with social inclusion, to overcome extreme poverty and reduce social inequalities and differences within and between regions, has a high priority. In general, each welfare system has three goals: increasing employment, reducing income inequality and financial discipline, or, in other words, smoothing consumption levels throughout the life cycle.

Accordingly, three welfare models: Liberals, Christian Democrats and Social Democrats have been proposed in the world, with differences in approach to the principles of family and women. After forty years from the glorious Islamic Revolution, a revolution that ended many years of oppression and dictatorship and established a democratic system based on the people's vote and opinion, the Islamic Republic of Iran believes it has been able to design and implement a welfare system based on the universal principles of Islam in which women and the family play a pivotal role. In other words, senior executives and officials, decision makers and policy makers of the Islamic Republic of Iran, from the outset, emphasized the role of women in society. They worked hard to protect and promote women’s rights and make sure they benefit from social welfare.

This report highlights the actions of the Islamic Republic of Iran in the social protection of women and girls in three areas: social assistance, social insurance and labor market programs. Experience has proven that the best social and welfare projects, even with a comprehensive professional background, will not have enough executive guarantee or be able to achieve their main goal if they lack the necessary infrastructure.

Policy makers and decision makers of the Islamic Republic of Iran, with knowledge and awareness of this issue, have created service infrastructures and promotion of security and social welfare of women and girls have been created in both theoretical and practical aspects. The practical dimension emphasizes the creation of physical infrastructure such as facilities and, of course, institutions for women, just as for men, and is in some cases more special for women. The theoretical dimension consists of various laws and documents that have paved the way for serving women and girls over the years, which will be appear in a brief overview following this.
