The bill to protect the dignity and protection of women against violence in the government will be approved. A bill that seeks to prevent the bitter recurrence of violence by defining and preventing violence in law through using education and curriculum.
Dr. Masoumeh Ebtekar, the Vice President for Women and Family Affairs, announced the passage of a bill to protect the dignity and protection of women against violence in the government. After years of debate in the government, parliament, and judiciary, the bill will finally make its way to Baharestan, and if the parliament and the Guardian Council agree to it, it will become law. But what are the provisions of this bill and is it able to protect Iranian women against all forms of violence?
In an interview with IQNA, Zahra Jafari, a senior expert in the Office of Legal Studies of the Vice Presidency for Women and Family Affairs, explained the process of discussing and reviewing the bill and its various dimensions and said, "The initial text of this bill was prepared during the second term of Mahmoud Ahmadinejad's Administration. This text has four parts; The first part, semantics, includes the definition of violence and its types such as physical, sexual, psychological, social, economic, and related details, Part two is about Crimes and Punishments in which instances of violent violence were criminalized; the third part is the trial that includes providing a compassionate mechanism for the protection of women victims of violence and defining the establishment of a national committee as a state body that annually reviews new instances of violence against women and defines priorities and strategies. The fourth section is the definition of duties for the executive and judiciary."
Add the word violence to the rules
In response to the question, how has violence against women been recognized as a crime so far? she said, "In our criminal law, there was not the title of violence but examples of violence against the body and mind, but in this bill, a special protectionist view of women and a different mechanism of treatment have been proposed. Thus, supportive approaches are considered in the proceedings, and there are supposed to be special units for violence in the police stations, so that the judicial officer can support the person who has referred to these centers due to violence, with special requirements and necessities."
Jafari said in the end, "One of the tasks of the bill for the judiciary is to train judicial staff and judges to become familiar with the provisions of the bill and the specific requirements and conditions of victims of violence. In the case of those who claim to have used violence against themselves, risk assessment is important. For example, in the case of Romina (a girl who was murdered by her father), a judicial official could assess the danger. If this was done and the judicial authority was familiar with the matter, it would refer Romina to welfare centers, not to her father, and her murder might have been prevented."
