According to statistics, in the first six months of this year, 1630 people have been referred to safe houses. However, some provinces of the country still do not have safe houses; With the outbreak of Coronavirus, women, girls, the elderly, and the disabled have become increasingly victims of domestic violence, but in many cases have not complained at all. Therefore, the available statistics cannot show the depth of the catastrophes; Regarding domestic violence, various institutions are involved, although the State Welfare Organization has done well in issuing permits to establish safe houses in recent years, unfortunately, the statistics of domestic violence are still worrying. Perhaps one of the most important reasons for the inability to control this social damage is the lack of proper and inter-sectoral functioning of relevant institutions.
According to "Iran", Dr. Masoumeh Ebtekar said in this meeting, "Very important meetings related to social harms in the field of women and family have been held which were very practical and result-oriented. The general managers of women's affairs in the provinces also interact well with us. We can support the law in solving women's problems. The law is a tool that is legally and protectively effective for women and girls. Of course, the Ministry of Cooperatives, Labor, and Social Welfare, the State Welfare Organization, and the Social Emergency can also be very effective in this area; The social emergency of our country and the services provided are comparable to other countries in the world."
Document on the Transformation of the Judiciary and the Reduction of the Problems of Women's Supporting Organizations
Tayebeh Siavashi, Senior Advisor to the Vice Presidency for Women and Family Affairs, also spoke at the meeting, "The Transformation of the Judiciary gives us hope that the problems of pro-women organizations will be greatly reduced. All our efforts in these meetings have been to interact between departments and resolve existing problems. In previous meetings, the assistance of the police has been emphasized, because, in this area, the police can provide a lot of help to safe houses. Given the active role of women NGOs, we can also help cover safe houses in provinces that do not have governmental or non-governmental safe houses. Of course, the final license is issued by the State Welfare Organization, and we hope that this organization can also be helpful."
1630 people referred to safe houses in the first 6 months of this year
Mahmoud Aligou, Director-General of the Office of Social Victims of State Welfare Organization, stated at the meeting that 2,311 people had referred to the safe houses last year and added, "In the first six months of this year, we had 1630 people who referred to us. In provinces with a lack of safe houses or a small number of safe houses, serious thought must be given to their development. However, we are pursuing this issue in the budget for the year 1400. In the seventh development plan, we should not neglect the women's plan. Support and assistance in the development of government safe houses should be considered. At the State Welfare Organization, we are ready to enter as a pilot province in provinces where environmental conditions need to be restructured."
Coronavirus and the increase of domestic violence
Mahmoud Abbasi, Deputy of Justice for Human Rights and International Affairs, who was present at the meeting, said, " The issue of injuries to women and children and civil rights issues are two sides of a coin. One of the serious challenges in all societies is violence, the Ccoronavirus pandemic, and the isolation of families and people in the home have created a context in which we see more violence against women, children, and even men; In this chaotic atmosphere, everyone is harmed. The output of these scenes is what we see in the Law Enforcement, police stations, and courts. However, the black rate of violence is not shown and we see a part of the issue, and maybe a tenth of the violence is taken to the courts and the police, and in the end, there are no clear statistics."
